On 5 th April 1996 , WHO declared the 10 criteria of a Healthy City . These criteria are based on the experience of Healthy City projects worldwide, thereby summarizing the requirements for a Healthy City . Countries can make relevant adjustment according to their national conditions.

  1.  To provide a clean and safe environment for citizens.
  2.  To provide citizens with reliable and persistent sustainable supply of food, drinking water and energy resources, as well as an efficient sewage and waste management system.
  3.  Through adopting dynamic and creative economic measures, to ensure the fundamental standard of nutrition, drinking water, housing, income, security and work.
  4.  To have a strong and coadjutant community, in which various groups work in harmony for the sake of improving health.
  5.  To enable citizens to participate in formulation of policies related to daily life, especially those concerning health and welfare.
  6.  To provide various recreational settings where citizens can communicate and establish contact.
  7.  To protect cultural heritage and respect the culture and living characteristics, of every citizen, disregarding his/her race or religion.
  8.  To view health protection as a component of public policy; to grant citizens the right to choose healthy behavior.
  9.  To strive for improving the quality of health services, and to enable more citizens to utilize health services.
  10.  To promote health, prolong life and prevent diseases.
